Lungu, Mswati to get the fourth mobile operator in Zambia.

ZICTA Opens RFP Process for Additional Mobile Network Operator, Levies Non Refundable fee of K1 million For Each Bid.

The Zambia Information Communication Technology Authority (ZICTA) has issued  a two months Request For Proposal (RFP) invitation to global and regional telecoms players wishing to enter the Zambian market.

But the Watchdog has been informed that the fourth    Mobile phone operator is likely to be given to Edgar Lungu and his partner King Mswati of Swaziland using a company that have formed in Swaziland using proxies.

The ZICTA RFP was issued on Tuesday 26 September, pursuant to the licensing guidelines of 2017. ZICTA’s newly appointed Managing director  Mutimushi stater in the RFP  that ” ZICTA now invites proposals that will lead to issuance of international network and national service license.”

The license proposal documents are obtainable from ZICTA upon payment of ZMW1,000,000 (about US$108,000) non-refundable fee. This fee structure has not been differentiated for the local businesses in line with the current Government of Zambian procurement policy of giving locals preferential rates as the same amount applies to both local and international bidders effectively pre-qualifying only the huge regional and global telecom players.

But the Watchdog has been informed that the bid is simply a smokescreen as the licence will be given to Lungu and Mswati.

A source in the Swazi Kingdom has revealed that Lungu’s visit to Swaziland was more than what peoplesaw and read.

‘The real news is that President Lungu and his associates are establishing a mobile Telecoms company in Swaziland.

‘It is expected that this is the same company that will be given the license back  in Zambia.’

Mswati, like Lungu is a very corrupt and greed thief.   In the impoverished Kingom, he has allowed only MTN to operate because he owns 65% shares. Mswati owns at least 50% in each and every major company in Swaziland.
